For instance, the Nnamdi Azikiwe Secretariat, which was abandoned for many years, was renovated at a cost of approximately 900 million Naira. In contrast, contracting the project to a third-party contractor would have cost the government over 2 billion Naira. Similarly, the 1.3km Dozie Dual Carriageway was reconstructed at a cost of 750 million Naira, significantly lower than the estimated cost of over 1 billion Naira if contracted.
The Ministry of Works, strengthened and empowered by Governor Otti, has played a crucial role in reviving the Direct Labour mechanism. As a result, the Ministry has delivered approximately 135 projects across the three Senatorial districts of Abia State through Direct Labour.
